The Mariners are set to complete their latest deal with the 21-year-old joining the list of recruits at Rossett Park this summer.
Holmes, who was on target as a trialist in the draw with Bootle, has found a new club following his release from the League One club last year.
The attacker signs a one-year deal and will play his football in the National League North once more after two spells with rivals, Southport, last term.
Holmes joins Adam Thomas, Jack Goodwin, Kallan Murphy, Leigh Whelan, James Butler, Alex McNally, Nathan Koehler and Regan Griffiths as a new face through the door, this summer.
Fin Sinclair-Smith also returned after a brief spell with Radcliffe, but could miss the start of the season with a hand injury.
Murphy is another injury worry but there is hope that his problem isn’t too severe.
There are fears over the severity of Bobby Grant’s injury after the experienced striker was forced off against Bootle in midweek. The striker are awaiting scan results after undergoing tests.
Marine’s transfer business is likely not to be done there. Neil Young is targeting at least two more additions as discussions continue with Championship clubs.
